Call for Preproposals and Proposal Criteria

RE: Call for Preproposals

The Provost’s Office is soliciting proposals from faculty, staff and students for the Ira and Ineva Reilly Baldwin Wisconsin Idea Endowment.

This endowment is intended to advance The Wisconsin Idea through the development of new and innovative initiatives and new dimensions to existing outreach activities by sharing and applying knowledge, and strengthening partnerships and collaborations. The endowment is designed to extend the knowledge and expertise of the research, education, clinical, and outreach activities of UW–Madison students, faculty and staff to community and governmental organizations, business and industry, the general public, and K–12 schools.

The century-old Wisconsin Idea is one of our most cherished and proud traditions. The Wisconsin Idea applies university knowledge in service to individuals and communities throughout the state, the nation and beyond.

The amount granted each year is determined by the annual income from the Ira and Ineva Reilly Baldwin Wisconsin Idea Endowment. This year, we will grant approximately $750,000 for projects that begin on or after January 16, 2009. Proposals for initiatives up to $120,000 in total funding are encouraged, and projects may last for up to three years. The fund is not intended to support or to duplicate existing projects, or replace activities that are a part of a unit’s normal operation.

PROPOSAL CRITERIA

The endowment supports people and projects rather than facilities. Projects must have identified community partner organizations or co-sponsors, and transfer or apply knowledge to address a constituency’s needs, problems or opportunities.

Priority will be given to Wisconsin Idea initiatives that extend expertise off campus and are designed to have a significant impact over time on issues the public identifies as important, such as economic development, access to and affordability of health care, a high quality education for all, and improving the quality of life for state citizens. The committee ranks proposals based on the documented need addressed by the project, the merit of proposed activities, and evidence of existing or planned partners or co-sponsors. The committee considers the geographic distribution of projects, and the breadth of activities across the disciplines in funding decisions. Proposals are encouraged to involve undergraduate and/or graduate students, include matching funds, and/or be designed to continue beyond the grant period.

HOW TO PROCEED

The Ira and Ineva Reilly Baldwin Wisconsin Idea Endowment call for proposals involves two steps: 1) UW–Madison faculty, staff, or students must first submit a preproposal; and 2) individuals whose preproposals are accepted will be invited to submit a full proposal.

Preproposals (one to two double-spaced pages) must be signed by the department chair/unit director before submission to your Dean’s Office and the Office of the Provost. Preproposals are due in your Dean’s Office by Wednesday, September 24, 2008. Please note that the preproposal cover sheet must be filled out and submitted on-line before it can be printing for signatures and sent to your dean’s office. Nine signed copies (only one original signature is required) of the preproposals are due in the Provost’s Office by Wednesday, October 1. Notification of those who will be encouraged to submit full proposals will be made by Wednesday, October 29. Letters will be mailed to those not encouraged to submit a full proposal the first week of November.

Full proposals are due in your Dean’s Office by Friday, November 28, with nine signed copies due in the Provost’s Office by Wednesday, December 3. A committee will review the proposals and make recommendations about which proposals should be funded. Notification of those receiving funding will be made by Friday, January 16, 2009, at which time projects may start.

As a condition of the endowment, each grantee will be required to provide an annual progress and/or final report. For multiple-year projects, funding for years two and/or three will be based on satisfactory progress towards meeting project objectives.

Please note that proposals from individual students or student organizations must have a co-sponsoring University department/unit. PROJECT BUDGET

The maximum funding level for any project is $120,000, and projects may last up to three years. Both pre- and full proposals must include a detailed budget.
